Ollie Pope has withdrawn from the Afghanistan Premier League draft, pulling the only centrally contracted England player out of a tournament the ECB has spent five years refusing to legitimise on the field.
Pope removed his name ahead of the 24 October draft in the United Arab Emirates, acting on his own concerns over the Taliban’s treatment of women and girls rather than on instruction from Lord’s. The decision was confirmed by Rob Key, the ECB’s managing director of men’s cricket, on Monday — the same day the board published its 2026-27 contract list, on which Pope was retained for a further year despite having dropped out of the Test XI.
He is not alone. Will Smeed and David Willey have also pulled out, taking the number of English withdrawals to three as scrutiny built over the board’s reported willingness to grant No Objection Certificates for a league it will not play against.
Key: ‘Players have to be prepared to take the right moral stance’
Key’s language on Monday was unusually direct for an administrator picking his way through employment law.
“Legally, it’s hard to stop players from going over and playing in these competitions,” he said. “It becomes a moral judgement, and players have to be prepared to take the right moral stance.”
He went further when asked where he stood personally. “Personally, and it’s easy for me to say, I wouldn’t go and play in it, but it’s down, really, for the player to make that decision.”
That is the ECB’s bind in a sentence. UK restraint-of-trade law makes a blanket refusal of NOCs legally fragile, as chair Richard Thompson has acknowledged in saying the board must “think very carefully” before issuing them. The result is a policy with a gap in the middle: England will not meet Afghanistan in a bilateral series, but England’s players can be paid by an Afghan franchise league, provided the paperwork is signed.
Pope, Smeed and Willey have closed that gap themselves. Others have not. Dawid Malan, Moeen Ali, James Vince and the Somerset batter James Rew — who made his Test debut in June — remain entered. Malan framed the dilemma plainly: “you have what is morally right and what is by the law.”
Five years of selective engagement
The ECB has not played Afghanistan in a bilateral fixture since the Taliban returned to power in 2021, cancelling a scheduled T20 series in protest at the regime’s ban on women’s and girls’ sport. Afghanistan remain the only ICC full member without a women’s team.
The board’s position has always been partial rather than absolute. England continue to play Afghanistan at global events, a stance that drew a cross-party letter from around 160 MPs and peers in January 2025 — authored by Labour’s Tonia Antoniazzi and signed by figures as politically distant as Nigel Farage and Jeremy Corbyn — urging a boycott of the Champions Trophy group match. The ECB declined, Thompson arguing that coordinated ICC action would achieve more than unilateral withdrawal, while describing the situation as “nothing short of gender apartheid” and committing £100,000 to the Global Refugee Cricket Fund.
Antoniazzi has again criticised the prospect of English players appearing in the APL. The consistency of the objection is the problem for Lord’s: the argument for playing Afghanistan at a World Cup is that the fixture is imposed by a global calendar. No such defence exists for a franchise draft a player chooses to enter.
What it means for Pope and for the league
The timing matters for Pope. At 28, he has 64 Tests and 3,732 runs at 34.55, but has not played for England since being dropped for Jacob Bethell after the third Ashes Test, having averaged 20.83 in that series. He was carried in squads through the 3-0 home win over Pakistan without forcing his way back in. A new T20 market was a reasonable commercial hedge for a batter whose international future is no longer assumed — and he has walked away from it anyway.
For the APL, the withdrawals land at a delicate moment. The Afghanistan Cricket Board is targeting a 27 December start in the UAE with five teams representing Kabul, Balkh, Kandahar, Paktia and Nangarhar, and reports around 1,500 registered players. But only three franchises — Akcel United Kabul, Balkh Zwanan and Kandahar Warriors — have confirmed owners, with two slots still unsold weeks before the draft.
A league built on recognisable overseas names needs those names to turn up. English county and international players were among its most marketable targets, and three have now removed themselves on principle rather than price. If more follow before 24 October, the ECB’s unresolved NOC question may be settled by its players instead.
